Led by Dr. Gina Bailey, an accomplished educator with over 20 years of experience and personal insight into sensory loss, QTS combines expert instruction with deep understanding of complex student needs. Our mission is to create individualized instruction and accessible educational materials that help students to thrive, regardless of the challenges they may face.
We provide comprehensive consulting services across Pennsylvania and North Carolina, offering accessible educational materials, assistive technology solutions, direct instruction for IEP service time and ESY, professional development, teacher training, and support for all those who work with students with special needs. QTS works with both students and educators to build the knowledge, skills, and confidence needed for academic success. Our “whole student” approach ensures that students with sensory loss and sensory needs receive the specialized support they deserve while helping educators implement best practices for accessible instruction.

About Our Teacher
Dr. Gina Bailey is a state certified Teacher of the Students with Visual Impairments in PA and NC as well as a certified Special Education Teacher in NC (additional PA certification in Special Education is pending). She has over 20 years of teaching experience teaching students from all ages and backgrounds with diverse abilities from preschool to college. She holds a PhD in Education, but her best education comes from raising her son who is deafblind with severe autism and sensory processing disorder. Dr. Bailey has decades of experience leading professional development opportunities and is regularly asked to lead opportunities on both local and state levels. She is considered an expert in the field of teaching students with sensory loss and is especially passionate about students with multiple disabilities/complex needs.
